Why the insurance letter showed up
The letter almost never mentions a specific fault. It names a brand: Federal Pacific, or Zinsco. Both companies built breaker panels for decades and both are now the two names insurance carriers in Texas will not renew a policy over, because the breakers inside them can fail to trip when they are supposed to. A Federal Pacific Stab-Lok panel and a Zinsco panel do not always look dangerous. They look like an ordinary grey box in the garage or on the side of the house, sometimes decades old, sometimes still carrying the original labels. The problem is inside the breaker mechanism itself, not in anything a homeowner did.
We see this constantly across Hutto, Round Rock and the rest of Williamson County, in houses built well before either brand's reputation caught up with it. Renewal letters usually give a homeowner a window of a few weeks. That is enough time to get it done properly if you start now, and it is the reason this is the single most common call our office takes.

How a service rebuild actually happens
It starts with a load assessment on site, not a guess from a phone call: what the house or building actually draws, what the new panel needs to carry, and whether the service size itself (the wire coming in from the street) needs to go up as part of the work. From there we pull the permit through the City of Austin or the relevant Williamson County authority and coordinate the required disconnect with Austin Energy, so the power is cut only for as long as the rebuild takes and not a minute longer.
On site the sequence is the same whether it is a house or a full commercial service: the meter can and mast come down first, the old Federal Pacific or Zinsco panel comes out complete, and the new panel and breakers go in and get landed to code. We have replaced everything from single residential panels to complete commercial service rebuilds and multifamily property upgrades, which means the crew has done this on a two-bedroom house and on a property with dozens of units, and the permitting and Austin Energy coordination looks a little different each time.
One recent job was a rural Travis County property where the crew showed up early enough to start work before Austin Energy had even cut the power at the pole, cutting the actual outage time on a hot day. That is not a special service, it is just what turning up early and knowing the sequence looks like from the customer's side of the fence.
Chapter 03
What a correct panel gives you after we leave
A rebuilt service is inspected before it is signed off, which is the point where the national electrical codes and the local City of Austin permitting requirements actually get checked against the finished work, not just promised on a quote. What you get on the other side is a panel with labeled, working breakers, AFCI and GFCI protection where current code requires it, room in the panel to add a circuit later without another rebuild, and usually a whole-house surge protector at the same time since the panel is already open.
The way to tell a panel was done right later is simple: the breakers trip when they should, the labeling on the panel door matches what is actually in each slot, and the insurance company's letter stops coming. Where this rebuild fits
The panel is rarely the only thing that needs touching
A house old enough to still be running a Federal Pacific or Zinsco panel is often old enough to have aluminum wire connections or a circuit or two that never got brought up to code, which our residential electrical crews check while the panel is already open.
